The Rayl Family Park property was donated to the City by the heirs of Willy and Evia Rayl.

Mr. and Mrs. W.D. Rayl (Bill and Evia, moved to this location in 1941, along with their son Joe, who at the time was 13 years old. After moving into the house, they discovered 20 or 30 shortwave ship-to-shore radios in an upstairs room that used as a workshop. It is rumored at that time previous owners were German spies. Rayl contacted the proper authorities and turned over the radios and never heard anything about them again.
